Internet Relay Chat. usually accessed by some kind of IRC program like www.mirc.com but there are plenty of others including website based java access
Think of it like an IM program but with lots of people in one room all chatting together :D

chat-room?
Yeah put simply its a chat room, there is more to it than that. Generly people idle (that is connect then stay connect) for long periods of time. anybody can create their own channel (or chat room if you like) and you can setup your own rules and regulations and setup operators (like a moderator) and allsots. Irc is usualy used for communitys, for example i mainly use two servers:
irc.freenode.net - which is possibly the largest (cluster) irc server
irv.vjtd3.com - which is a server made solely for a hand full of turn based online games
on irc.freenode.net i idle (that is i am always in) the channels #rx3715 which is a channel I setup for a community of people trying to get linux working on their ipaqs (6 - 10 people) , #gentoo which is a large channel with people who will spend all day answering questions about the linux distro gentoo (100 - 200 people), #nethack for the game nethack, #hazel which is a channel me house mates setup where we can always meet up and get hold of out small group of real-life freinds. on the other server irc.vjtd3.com I go in the #smr channel which is the offical channel for the game smr, and a channel for my alliance (now ex alliance) and #hades which is a channel of people who are all freinds with a person called hades.
I showed you which channels I join just to show you the kinda of channels you get on irc servers. They tend to be great for groups, clans and projects or any other type of community.
IRC isnt just some fad either it has been one of the most popular forms of communications since 1988 and I personally deny you the rank of geek if you have never been on or even heard of irc.
That aside, would the mods be happy perhaps hosting a cgi app?

Just make as simple rule, anyone who bugs Paul about stock avail or orders gets booted from the channel with a short ban for repeat offenses
Either that or we can slap them with wet fish all the time.

Could just write a script to kick on keywords such as "price" etc...;)

but then I would be tempted to ask everyone "Whats that got to do with the price of fish?" every half hour :D :D
Isn't that the most pointless saying, never really understood the point in it, and it doesn't really make a good argument. Although I usually let people win becuase I can't be bothered to explain to them the economics of fish politics in the every expanding world we call Earth
Just put it in the topic title
"NO ORDER QUESTIONS HERE OR BE VIOLATED BY HIGHLAND3R".
